Please note: The updated fee schedule for the Community Development Department will be in effect on July 1, 2025. On June 24, 2025, the City Council adopted Resolution No. 2606, adopting the Fiscal Year 2025-26 schedule of Community Development Department and Public Works Department Fees and Charges. 

Responsibilities

The department is responsible for implementing the General Plan 2040, and for regulation of physical development and land use within the City of Rolling Hills Estates. 

Divisions

The Community Development Department consists of three Divisions:

• Planning
• Building & Safety
• Code Compliance

The City of Rolling Hills Estates now accepts Planning and Building & Safety permit applications, including all supporting plans and documents, online.
