Title VI Policy Statement 

The City of Rolling Hills Estates is committed to ensuring that no person shall, on the basis of race, color, national origin, sex, age, disability, low income status, or limited English proficiency be excluded from participation in, denied the benefits of, or otherwise subjected to discrimination under any program or activity receiving federal financial assistance.

The City of Rolling Hills Estates is dedicated to providing equitable access to all City services, programs, and activities in accordance with Title VI of the Civil Rights Act of 1964 and related nondiscrimination authorities.

Any person who believes they have been subjected to discrimination under a federally funded program or activity may file a Title VI complaint with the City of Rolling Hills Estates.

What is Title VI?

Title VI is a statute provision of the Civil Rights Act of 1964.

Section 601 states: "No person in the United States shall, on the grounds of race, color or national origin be excluded from participation in, be denied the benefits of or be subjected to discrimination under any program or activity receiving federal financial assistance." [42 U.S.C. Sec 200d]

How to File a Complaint

Any person who believes they have been discriminated against on the basis of race, color or national origin may file a Title VI complaint with the City of Rolling Hills Estates Title VI Coordinator. The complaint must be filed within 180 days of the date of the alleged discrimination. To file a formal complaint, please submit a written Title VI complaint form to:

Complainants will receive a written response acknowledging receipt of the complaint. The Title VI coordinator will review the complaint to determine whether it falls under its jurisdiction. All complaints falling under the City of Rolling Hills Estates' jurisdiction will be investigated as quickly as possible. A written notice of findings will be provided upon completion of the investigation.

Complaints that do not fall under the City of Rolling Hills Estates' jurisdiction will be referred, wherever possible, to the California Department of Transportation, the Federal Highway Administration, the Federal Transit Authority, the US Department of Transportation, or the US Department of Justice and the complainant will be advised.
