A public works/encroachment permit is required when there is any work, such as trenching or boring, in the public right-of-way or placement of a roll-off container on a public street. Some examples where you may need a permit include:
- Street excavation
- Driveway approach
- Curb and Gutter
- Sidewalk
- Decorative paving or walkways
- Water, gas, electrical, cable TV and telephone services (underground)
- Drainage outlets through curb

Please note that the updated fee schedule for the Community Development Department and Public Works Department will be in effect on July 1, 2025. On June 24, 2025, the City Council adopted Resolution No. 2606, adopting the Fiscal Year 2025-26 schedule of Community Development Department and Public Works Department Fees and Charges.
On November 12, 2024, the City Council adopted Resolution No. 2589 to amend the Comprehensive Schedule of Municipal Fees and Charges for the Fiscal Year 2024-2025, and Resolution No. 2590 adopting a user fee cost recovery level policy for all City departments.
