This page provides common forms for land-use related activities and applications for land use entitlements reviewed by the Planning Division.

Please note: The updated fee schedule for the Community Development Department will be in effect on July 1, 2025. On June 24, 2025, the City Council adopted Resolution No. 2606, adopting the Fiscal Year 2025–26 schedule of Community Development Department and Public Works Department Fees and Charges.

On November 12, 2024, the City Council adopted Resolution No. 2589 to amend the Comprehensive Schedule of Municipal Fees and Charges for the Fiscal Year 2024–2025, and Resolution No. 2590 adopting a user fee cost recovery level policy for all City departments.

Minor Work Zone Clearance Form	All projects, prior to submittal to Building & Safety, require Planning review for compliance with the Zoning code. Please use this application for most work that requires Ministerial Review (Building permits) and/or only Planning review.
Project Statistics Form	(click download form and enable editing) Please complete this form to accompany plans for any remodel or addition to residential structures.
Electric Vehicle Charging Station Application	Start here if you are planning to install an EV Charger in your home or a new charging station at a non-residential property.
Re-Roof Request	All reroof requests require Planning review prior to submittal to Building and Safety.
Plan Application Requirements Checklist	This handout provides customers with a checklist of materials required for a complete Planning application. Please reach out to the Planning Division to confirm the requirements for your project based on the proposed scope of work.
Planning Service Request	This application is for all projects that require Discretionary Review at an Administrative level (Community Development Director) or by the Planning Commission and/or City Council.
Grading Application	If your project involves grading, complete this application as supplemental to the Planning Service Request application.
Silhouette Certification	Use this form when a silhouette is required for your residential project.
Supplemental Variance	Use this form when your project requires a Variance request.
Disclosure of Architectural Plans	Please complete this form when submitting plans for Administrative, Planning Commission and/or City Council review.
Landscape Design Package	If you are installing a brand new landscape area (≥500 sq ft) or replacing/rehabilitating a landscape (≥2,500 sq ft), your project is subject to RHEMC Chapter 17.59 Water Efficient Landscape.
Special Event Permit Application	Please use this application for Special Events planned to take place on private property.
Plan Duplication Request Form	Use this form to request a copy of plans.
Film Permit	Please use this application for proposed still and live motion film projects in the City.
Oversized Vehicle Permit Application	Please use this application if you have an oversized vehicle, such as an RV or horse trailer, that you'd like to park on your property.
Front Yard & Public Right-of-Way Improvements	Please use this application for decorative structures >2 feet in height in the front yard (excluding standard mailboxes) or anything in the public right-of-way.
Pre-final Electrical/Gas Meter Request	Please use this application when you are ready for the meter to be energized.
Presale Inspection Report Application	Buyers are required to complete this application upon sale of residential property.
Underground Utility Request Waiver	If you have overhead electrical service and you're upgrading your panel or conducting remodeling, you may need a waiver to retain your overhead service.
Temporary Commercial Banner	Please use this application for Temporary Banners on commercial properties. (i.e. Grand Opening, Change of Ownership, etc.)
