PUBLIC HEARING NOTICE 

NOTICE IS HEREBY GIVEN that the City Council of the City of Rolling Hills Estates will hold a public hearing in the Council Chamber at City Hall, 4045 Palos Verdes Drive North, Rolling Hills Estates, CA 90274, and will be live-streamed on the City’s website, www.rhe.city/agendas, to consider the following:

TITLE:                         Amendments to Rolling Hills Estates Municipal Code, Title 17 (Zoning)
ADDRESS:                 Citywide
APPLICANT:               City of Rolling Hills Estates
DATE/TIME:                Tuesday, September 22, 2026 at 7:00 p.m.
DESCRIPTION:         The City Council will be considering the following amendments to Title 17 (Zoning) of the Rolling Hills Estates Municipal Code.  The proposed amendments primarily pertain to application, processing, and other procedural and administrative review provisions for various land use approvals and permits.  Limited changes to certain legal nonconforming use provisions are proposed in the amendments to Chapter 17.64.

1.         Chapter 17.50 – Construction, Alteration and Moving of Buildings: to be amended and restated as Chapter 17.50 – Construction and Permits.
2.         Chapter 17.58 – Precise Plan of Design: to be amended and restated as Chapter 17.58 – Commercial Development Plan and Design Review.
3.         Chapter 17.64 – Nonconforming Uses and Structures: to be amended and restated.
4.         Chapter 17.66 – Variances and Minor Deviations: to be amended and restated.
5.         Chapter 17.68 – Conditional Use Permits: to be amended and restated.
6.         Chapter 17.70 – Special Use Permits: to be amended and restated.
7.         Chapter 17.72 – Administration and Enforcement: to be amended and restated as Chapter 17.90 - Administration and Enforcement.
8.     Chapter 17.91 – Uniform Procedures: new chapter establishing uniform application processing and review procedures for various land use approvals and permits.
9.        Chapter 17.92 – Public Hearing Notices: new chapter establishing uniform public hearing noticing procedures and requirements for various land use approvals and permits.
10.      Chapter 17.94 – Appeals and Review:  new chapter establishing uniform procedures for appeals of administrative and planning commission decisions and city council review of various land use approvals and permits.

Any and all persons interested are invited to participate. The staff report  for this meeting will be available by Friday, September 11, 2026 on the City’s website, www.rhe.city/notices.

Questions and/or comments regarding this matter should be submitted before the scheduled meeting to the Planning Department at City Hall, 4045 Palos Verdes Drive North, Monday - Thursday between 7:30 AM - 5:30 PM, and Friday 7:30 AM - 4:30 PM or by e-mail to JeannieN@RollingHillsEstates.gov. If you wish for your comments to become an attachment to the official staff report, they must be submitted before Wednesday, September 16, 2026 at 4:00 pm, otherwise comments received until 5:00 pm on the night of the meeting will be forwarded to the City Council for their consideration and included as part of the record.

The proposed amendments were reviewed in accordance with the California Environmental Quality (Public Resources Code §21000 et seq.: “CEQA”) and determined to be Categorically Exempt under the State CEQA Guidelines (Chapter 3 of Title 14 of the California Code of Regulations beginning at Section 15000), specifically: Section 15060(c)(2), because the proposed code amendments will not result in a direct or reasonably foreseeable indirect physical change in the environment; and Section 15061(b)(3), because the proposed code amendments are covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. 

If you challenge the proposed actions in court, you may be limited to raising only those issues you or someone else raised at the Public Hearing described in this Notice, or in written correspondence delivered to the City Council at, or prior to, the Public Hearing.

PLANNING APPLICATION NO. PA-260149; ADDRESS: 6 Encanto Drive, Rolling Hills Estates, CA 90274; APPLICANT: Costa Gurevitch; DESCRIPTION: A request for a Neighborhood Compatibility Determination (NC-260199) for a 626 SF pool and spa located within the front yard and Variances for the construction of a structure within the front yard setback (V-260200), to exceed the allowable overall lot coverage (V-260201), to exceed the allowable front yard lot coverage (V-260202), and for a fence/hedge exceeding two feet in height located in the front yard (V-260270). 

The application was reviewed in accordance with the California Environmental Quality (Public Resources Code §21000 et seq.: “CEQA”) and was determined to be Categorically Exempt under Class 3, Section 15303(e) New Construction or Conversion of Small Structures.

NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Rolling Hills Estates will hold a public meeting in the Council Chamber at City Hall, 4045 Palos Verdes Drive North, Rolling Hills Estates, CA 90274, and will be live-streamed on the City’s website, www.rhe.city/agendas, to consider the following:

PLANNING APPLICATION NO. PA-260298; ADDRESS: 3B Peninsula Center, Rolling Hills Estates, CA 90274; APPLICANT: Pierre Derbier, Alain Yotnegparian Architects; DESCRIPTION: A request for approval of a Precise Plan of Design (PPD-260299) for minor exterior modifications, limited to the installation of a new sliding door, along with the interior remodel of an existing commercial building located within the Peninsula Shopping Center.

The Project was reviewed in accordance with the California Environmental Quality Act (Public Resources Code § 21000 and following: “CEQA”) and the State CEQA Guidelines (14 CCR § 15000 and following) and was determined to be Categorically Exempt under Class 1 of the State CEQA Guidelines, Section 15301 Existing Facilities.

NOTICE OF PROPOSED MINOR MODIFICATION

NOTICE IS HEREBY GIVEN that in 30 days the Community Development and Public Works Director of the City of Rolling Hills Estates will approve a minor modification to Conditional Use Permit No. 210232. Originally approved on December 6, 2021, Resolution No. PA-210231 amended CUP-102-87, revising the parking requirement methodology for the Jack Kramer Club to be consistent with current standards.

The Club has secured a long-term lease for maintenance and operation of the court, to be utilized by existing Club members. There are no proposed changes to the membership cap, and the Club would remain compliant with parking requirements.

NOTICE THAT THERE ARE NOT MORE CANDIDATES
THAN OFFICES TO BE ELECTED

NOTICE IS HEREBY GIVEN that pursuant to § 10229 of the Elections Code of the State of California relating to the General Municipal Election in the City of Rolling Hills Estates to be held on Tuesday, November 3, 2026, that the persons so nominated are:

BRITT HUFF
LISA VAN INGEN POPE

That § 10229 of the Elections Code allows one of the following courses of action to be taken by the City Council:

1. Appoint to the office the persons who have been nominated.
2. Appoint to the office any eligible elector (voter) if no one has been nominated.
3. Hold the election if either no one or only one person has been nominated.

The City Council will meet on August 20, 2026, to either make the appointments or direct an election to be held. The persons appointed, if any, shall qualify and take office and serve exactly as if elected at a municipal election for the office.

If, by the 75th day before the municipal election, no person has been appointed to the offices pursuant to (1) or (2) above, the election shall be held.

If the City Council makes an appointment pursuant to § 10229, Elections Code, the City Clerk shall not accept for filing any statement of write-in candidacy which is submitted after the appointment is made.
